In 2006, COOEC honored its commitment. It saved 6,222T standard coal in total on a yearly basis, with total energy consumption per RMB 10,000 output value reduced to 0.1092T, down by 30%; it created total energy consumption per RMB 10,000 increment of 0.3822T standard coal, and saved 60,000M3 water on a yearly basis.
Although COOEC is quite familiar with energy-saving and consumption reduction and even exceeds the existing criteria set by the nation at several aspects, after the nationwide energy-saving conference, at the request of CNOOC, it positively responded to calls of the nation and its headquarters, deeply probed into existing management flow and technical mode, and comprehensively promoted energy-saving and consumption reduction selectively step by step and penetrated it into work at different levels based on its advantages such as fine management and implementation capacity.
Fu Chengyu, General Manager, clearly pointed out that to promote energy-saving was not only a requirement of national macro-policies, but also a need for self-development of an enterprise.
Wu Zhenfang, Deputy General Manager of the headquarters, stresses while communicating spirits of the nationwide energy-saving conference, CNOOC would work out plans for indicators of resources and energy-saving and establish an assessment system to promote energy-saving. Next, CNOOC would improve the supervision and management system and indicator system of energy-saving, accelerate technical progress, strictly take management measures, strengthen macro guidance and enhance communication and education, to comprehensively deepen energy-saving within the scope of the headquarters.
At the same time, CNOOC clearly proposed at the mid-year meeting 2006 to take energy-saving as one of its basic policies and incorporate it in annual assessment.
According to the policy and under wise leadership of President Jiang Xizhao, COOEC comprehensively implemented and deepened energy-saving, communicated energy-saving indicators to each unit, made clear annual plan and budget before assignment, and signed a Document of Responsibility for Energy-saving with each of its branches in 2007.
This indicated that, in future business development of COOEC, not only cost, investment and output would be separately assessed, energy consumption in the cost would also be listed separately for assessment.
In terms of system planning, COOEC will carry out overall arrangement for energy-saving top down at the level of company, and emphasize implementation of energy-saving in a mode of planning – implementation – supervision and inspection.
COOEC has incorporated energy-saving into one of its four core strategies, i.e. low cost strategy, and listed it as an important indicator in its annual plan, annual budget, unit energy consumption, project construction, policy-making, technical standard and utilization efficiency of energy and resources.
While formulating and issuing the Interim Measures for Assessment of Energy-saving Responsibility, Implementation Plan for Energy-saving and Measures for Implementation of Energy-saving(on Trial), COOEC also asks each branch and or each subsidiary to formulate corresponding rules and regulations on energy-saving and water-saving based on their own actual conditions. The Energy-saving Office of COOEC will organize examination of implementation at the end of each year.
One principal of COOEC said that, the key to energy-saving lied in formulating a scientific and reasonable energy-saving and consumption reduction indicator system, establishing an improved technical transformation and innovation management system, doing basic energy-saving well and straightening out energy-saving management flow.
Energy-saving of COOEC is managed by the Energy-saving Office in a unified way, which will take the lead to work out a complete energy-saving management system that matches with the existing production management system, define management standard and management criteria, establish a statistic system for energy consumption, make clear statistical indicators and statistical method of energy consumption, and propose supporting energy-saving plans.
Energy-saving is managed by the company in a unified way and implemented according to the scientific and reasonable indicator plan worked out uniformly. This not only facilitates comprehensive evaluation of energy-saving effect, but also enables comprehensive integration of various resources and horizontal promotion of energy-saving experience among units.
